Top Ukrainian news on June 20: attack on energy facilities, new mobilization rules and temperature records

Ольга ПетроваОльга Петрова—20.06.20260

Saturday brought Ukraine another wave of serious infrastructural and legislative challenges that directly affect the lives of every citizen. As reported by the information portal 34.ua , the situation in the power system after the nightly enemy shelling remains critical, which forced the Cabinet of Ministers and the military leadership to promptly adjust both the schedules of power outages and the rules for updating military accounting data against the backdrop of the approaching abnormal summer heat.

News 1: Security and energy — a massive combined strike on generation facilities

On the night of June 20, Russia launched another massive strike on Ukraine’s energy infrastructure. According to the Air Force of the Armed Forces of Ukraine, the enemy used air- and sea-based missiles, as well as Shahed strike UAVs. The main strikes fell on energy facilities in Dnipropetrovsk, Vinnytsia, Kyiv and Donetsk regions. The press service of Ukrenergo confirmed serious damage to equipment at several thermal power plants, as a result of which three railway workers and two energy facility workers were injured.

Expert opinion (Energy analyst, director of the Energy Research Center):

“The enemy continues to methodically knock out the remnants of our shunting generation. A feature of this attack is the focus on distribution nodes and power transmission lines that ensure the flow of power between regions. Damage to equipment in four regions simultaneously significantly limits the possibility of importing electricity from the EU during peak hours. This means that hourly outage schedules will become stricter in the coming weeks, and businesses will have to switch back to industrial generators and battery storage systems.”

News 2: Mobilization — launch of new services and increased CCC checks at checkpoints

The Ministry of Defense of Ukraine, together with the Ministry of Digital Transformation, announced the launch of additional functionality in the “Reserve+” application, which allows for automatic deferment for certain categories of citizens (in particular, students and parents with many children). At the same time, the Cabinet of Ministers has strengthened control at interregional checkpoints: from today, representatives of the CCC and the Joint Forces, together with the National Police, have the right to check the presence of an electronic military registration document with a QR code from all drivers and passengers of regular transport.

Expert opinion (Lawyer, legal expert in the field of military law):

“Digitalization through “Reserve+” significantly relieves queues at the CCC, but increased checks at checkpoints are a direct response to the need for rapid replenishment of the strategic reserves of the Armed Forces of Ukraine against the backdrop of the intensification of the front. Drivers and passengers should understand that a paper ticket without an updated QR code is no longer a sufficient basis for unhindered travel between regions. Legally, roadside checks are absolutely legitimate within the legal regime of martial law, so businesses engaged in logistics and passenger transportation should check the status of their employees in advance.”

News 3: Synoptic front — Ukraine covered by anomalous linear heat from Africa

The Ukrainian Hydrometeorological Center has recorded the arrival of a powerful heat wave from North Africa. On June 20, in most regions of Ukraine, including Kyiv, Dnipropetrovsk and Odessa, the air temperature in the shade exceeded +33°C/+35°C . Forecasters warn that the dry and hot mass will linger in the country for at least a week, which will lead to the establishment of the highest (fifth) class of fire danger in forests and significant evaporation of water in river basins.

Expert opinion (Climatologist, ecologist):

“We are observing a classic manifestation of climate change, when blocking anticyclones hold hot air over the continent for a long time. For Ukraine, the combination of destruction in the energy sector and heat over +34 degrees is a critical test. Air conditioners in homes and industrial refrigerators create a colossal deficit in the power grid during the daytime. In addition, such temperatures sharply increase the risks of spontaneous combustion of peatlands in the north and forests in the east, which requires the full mobilization of the State Emergency Service.”

Strategic analytics and recommendations for citizens and businesses

The results of June 20 clearly indicate that the summer of 2026 will require maximum domestic and logistical flexibility from Ukrainians. The combination of energy shortages, mobilization changes, and weather anomalies forces us to adapt ahead of time.

Recommendations for the coming days:

For household electricity consumers: due to the nightly destruction of thermal power plants, Ukrenergo is introducing extended power outage schedules — from 11:00 a.m. to 11:00 p.m. Try not to turn on air conditioners and boilers during peak hours, and also make a stable supply of drinking and technical water in case the water utility pumping stations stop.

To vehicle owners and drivers: when crossing regional borders, always have the activated “Reserve+” application or a paper document with a valid QR code with you. Due to the heat on the roads (hot asphalt), avoid overloading trucks and carefully check tire pressure before long trips.

Life safety: It is strictly forbidden to light fires in forest and park areas – fines for violating fire safety rules have been significantly increased in the summer of 2026. Do not leave children and pets in closed cars, even for a few minutes.
